For clothing and colour schemes in general, he'll wear medium armour from the get-go for which he'll need the 'moderately armoured' feat if you wanna use him in a fight, but otherwise, for the look, all good! Light armour can still work, just never stuff classed as 'clothing' when it comes to adventuring gear; Acts 1 and 2 I tend to stick him in armours with a leather appearance (the patchier the better), and then, in Act 3, get him into the Armour of Agility (dyed in base game Boreal Blue) coordinated with metal leg and arm pieces.
For camp clothing and more general day-to-day wear... overall he doesn't usually wear the more complex clothing, favouring simple looks. Though I'm sure he's allowed others to dress him up more elaborately at times.
Boreal blue is my favourite vanilla dye in general for him, and I usually use a palette of cooler colours and greys in general (though the only colour I outright avoid for Tom is pink).
I will add more exact notes for my favourite looks for him later. His appearance page visuals need updating but there's still some ideas in there, too.
