This reflects the combination of arcane trickster rogue level 4 and storm sorcery level 8 using the game's systems, but swapping out some spells for others that don't exist within the game. Anything not labelled 'arcane trickster' is a sorcery spell.
Storm sorcery gives him the 'Wind Speaker' innate ability, which lets him speak and understand the Primordial language as well as the four dialects that sprang from it, Aquan, Auran, Ignan and Terran. It also gives him the Tempestuous Magic ability, which lets him fly up to ten feet after or before casting a slot 1 or higher spell (assuming the bursts of magic naturally fuel this).
